Three years of supervisory or management experience in a high stress emergency response environment required. LICENSURE, CERTIFICATION, and/or REGISTRATION: Certification in ICS 100, 200, 300, 400, 700, 800, FEMA IS 120.A, FEMA IS 235, FEMA IS 197-SP, HSEEP, HAZWOPPER, HICS ?IV Train the Trainer, Master Exercise Practitioner, Healthcare Leadership for Mass Casualty Incidents, Framework for Healthcare Emergency Management, and USFA 0305 All Hazards Incident Management Team or the ability to gain those certifications within two years of employment. applicable state driver's license. Maintains licensure to operate forklift. ESSENTIAL FUNCTIONS: 1. Adheres to medical center and departmental standards, policies and procedures. 2. Administers the emergency management and business continuity programs to promote the safety of medical center property, patients, visitors, contractors and employees as prescribed by TJC, OSHA, CDC, CMS, TJC, CARF, NFPA, NIH, and other regulatory agencies. Develops policies and procedures to ensure that the medical center is in compliance with regulatory and accreditation requirements. Develops goals and objectives in support of regulatory requirements and institutional goals related to general safety. Provides strategic and timely reporting to institutional committees, department management, and senior leadership. 3. Develops, administers, and coordinates a proactive enterprise-wide Business Continuity and Recovery Program to provide effective prevention and recovery for the organization, while maintaining competitive advantage and system integrity. Ensures that business continuity plans provide for minimization of consequences associated with a disruption of business operations. 4. Develops, recommends, and implements programs and procedures for monitoring and responding to the six critical areas of Disaster Management as defined by the Joint Commission (Communications, Resources and Assets, Security and Safety, Staff Roles and Responsibilities, Utility Systems, and Patient Clinical and Support Care Activities). 5. Provides emergency management and business continuity educational and training programs. Ensures that required programs and training are implemented, evaluated and monitored. Publishes clear information (programs, policies, forms, manuals, instructions) to all constituencies by assorted means: SharePoint, Web, email newsletters, automated reminders. 6. Establishes the process, standards and the coordination for assessing enterprise wide vulnerabilities (Hazard Vulnerability Assessment) which addresses mission related requirements set forth by regulatory and accreditation agencies. Provides strategic and timely reporting to institutional committees including clinical, academic, and corporate service locations and activities. Develops and implements processes to manage, track and correct risk and vulnerability issues. 7. Reviews the emergency management and business continuity aspects in the planning and development of Medical Center building projects and monitors contractor activities to ensure compliance with required guidelines (OSHA, TJC, NFPA, state and local fire and building codes and state rules, etc.). 8. Responds to any type of disaster or emergency that might occur on Medical Center property (chemical spills/leaks, fire, bomb threats, mass casualty, WMD/NBC incidents, active shooter, and other threats to the enterprise). 9. Manages personnel and finances for the emergency management and business continuity department. Recommends operational and capital equipment expenditures and processes purchasing and capital equipment requisitions per medical center guidelines. Projects needs for the department and works with executive leadership towards a fiscally sound departmental budget. 10. Provides managerial oversight for the Triad Healthcare Preparedness Coalition and the State Medical Assistance Team to ensure the mission and goals of those teams integrate with, and support the mission, core values, and goals of the parent organization. 11. Serves as medical center liaison to numerous state and local planning and advisory boards and committees, including, the State Emergency Response Commission, applicable state Hospital Association Emergency Management Council, Triad Regional Advisory Committee, Homeland Security Disaster Planning Region 5, National Disaster Medical System (NDMS), Forsyth County LEPC, Forsyth County Disaster Planning Committee, Forsyth County Joint Healthcare Disaster Planning Committee, applicable state Office of EMS, and others. 12. Establishes and maintains excellent working relationships with community and regional response partners (fire, EMS, law enforcement, and other medical centers). 13. Ensures Wake Forest Baptist Medical Center is meeting or exceeding national industry standards for healthcare emergency management and business continuity. 14. Assumes initial command and control of disaster or emergency response situations until relieved by higher or more situational appropriate authority.
