THE DIVISION
The City of Visalia's Engineering Division is part of the Engineering & Building Department and serves the community by providing a wide range of engineering services such as project and construction management, surveying, traffic engineering, encroachment permits, and inspection. The Division is responsible for the development and implementation of municipal infrastructure projects through the City's adopted multi-year Capital Improvement Program (CIP) that includes a broad spectrum of CIP projects. The division’s staff of engineers, technicians, surveyors, inspectors, and administrative staff are committed to customer service,safety, and providing high-quality engineering support and services to the public and other City Departments.
THE POSITION
The City is recruiting for vacancies within the CIP Egineering Division. Recruitment may be filled at the Project Manager I, Project Manager II, or Senior Project Manager level depending on qualifications. Within the City of Visalia, the Project Manager II and Associate Engineer classifications are designed to be interchangeable, and candidates who qualify as an Assistant or Associate Engineer are encouraged to apply for the Project Manager series as well. Under general guidance, the successful candidate will have the primary responsibility to manage scope, schedule, and budget on projects and to ensure projects make their way through the delivery process from project inception to bidding, and onto construction and close out. Selected candidates will be responsible for project delivery of a variety of capital improvement projects and capable of performing various tasks associated with the delivery of CIP projects. Depending on the candidate’s background, delivery of projects can include but is not limited to project management, construction management, engineering design, utility coordination, outside agency coordination, funding management, right-of-way procurement, public outreach and engagement, cost estimation, specification writing, project scheduling, consultant procurement (RFP’s), contractor procurement (RFB’s), reporting, and similar type work. The position(s) will be expected to coordinate and work collaboratively with other departments and divisions. Other responsibilities include City Council staff reports and presentations, responding to public inquiries regarding their projects, perform plan reviews, and grant administration.
THE IDEAL CANDIDATE
The ideal candidate will possess a high level of professionalism, have excellent communication skills, and a strong technical background relevant to the position as either an engineer or project manager. The ideal candidate will be a self-driven individual, willing to take on new challenges, be able to effectively communicate with coworkers, supervisors, support staff, stakeholders, and be willing to work on and manage multiple CIP projects at any given time. The position requires excellent judgement, integrity, commitment to quality, and organizational skills. The position requires having a strong work ethic, able to work collaboratively with others, and ability to effectively lead cross-functional teams and meetings. The candidate should have a proven track record of successfully managing engineering projects of various complexities and scope, have experience managing project budgets, have effective time management skills to ensure projects are completed on schedule, have strong analytical and problem-solving skills to identify and address project issues and obstacles. The position requires familiarity with relevant construction practices, industry standards, public contract code, and regulations including permitting and bidding processes.
