EMPLOYEE RELATIONS. Serve as a first point of contact for Human Resources, responding to inquiries on a variety of topics including but not limited to onboarding, employee assignments, compensation, classification, payroll, benefits, leaves of absence, and offboarding. Independently research and resolve, inquiries related to employee records, policies, and processes. Educate employees and supervisors on technology and processes utilized for HR functions including Workday, FMW, WarriorSpace electronic workflows, Minnesota State Employee Home and State of Minnesota self-service, and Enterprise Learning Management (ELM). Respond to information requests including but not limited to employment verifications, personnel records data requests, and student loan forgiveness program verifications. Run ad-hoc reports as requested by the CHRO and Assistant Director. Serve as a resource to HR leadership in researching and understanding labor relations agreements, personnel plans, administrative procedures, WSU and Minnesota state policies and regulations. Maintain confidential files containing collective bargaining proposals and counter proposals, strategies, and costing information as defined by M.S. 13.37. Access information pertaining to labor relations as defined by M.S.13.37. Provide assistance and information for use in the modification of a strike plan, if necessary. Assist in preparing information for negotiations relating to hiring and appointments.2. EMPLOYEE DATA MANAGEMENT. Prioritize, enter, monitor, and modify all phases of human resources data entry for a broad range of complex transactions into the various human resources information systems (e.g., hires, position changes, appointment type changes, compensation adjustments, leaves of absence, leave adjustments, and separations). Serve as a primary liaison to the HR Service Center (HRSC), managing tickets, communicating campus transactional needs, resolving assignment discrepancies, and escalating issues as required. Reconcile and ensure accurate processing and data integrity through understanding of HR’s SCUPPS, SEMA4, and Workday systems and the fiscal year roll process. Audit bi-weekly timecard submissions by running reports, ensuring accurate and timely submission, and following up with employees and supervisors to resolve discrepancies. Maintain seniority rosters according to contractual requirements. Analyze and assist in resolving payroll underpayments and overpayments and communicate resolutions to current and former employees. Coordinate HR reporting, including consulting with stakeholders to identify needs, designing reports, analyzing data, and maintaining reporting tools to support effective HR operations, compliance, and informed decision-making. Stay current on federal and state employment laws, labor regulations, and wage and hour requirements.3. RECRUITMENT AND ONBOARDING. Support the talent acquisition process by collaborating with the AAO and HR team members to ensure compliance with hiring requirements, policies, procedures, and contractual obligations. Provide training and guidance to employees and supervisors on university systems and processes. Ensure position data on requisition requests aligns with HRIS data across multiple systems prior to posting and filling a vacancy, create postings, assist in the development selection materials, maintain recruitment records, and respond to candidate inquiries regarding the applicant tracking system, hiring process, reimbursement and relocation. Support internal hiring activities by coordinating background checks, preparing appointment letters, communicating with the HR Service Center, and establishing personnel files. Manage the employee onboarding experience by communicating onboarding requirements, collecting required documentation (transcripts, I-9 forms, and vacation credit requests), monitoring completion of required tasks, and resolving employee access issues.4. ADJUNCT FACULTY COORDINATION. Independently manage adjunct hire and rehire processes by advising departments and employees on processes steps, analysis of need for required documentation including I-9’s and transcripts, troubleshooting workflow issues, completing HRIS entries, and auditing continuing employment status.5. SHARED AGREEMENTS & PAYROLL SUPPORT. Serve as the campus resource for inter-agency and shared agreements by processing agreements, responding to inquiries, and monitoring and maintaining records to ensure proper compensation and funding for WSU. Manage and oversee FLSA compliance and out-of-state telework by ensuring accurate time reporting and payroll processing, maintaining tracking systems and records, and educating employees and supervisors on applicable policies and compliance requirements. Verify and communicate SRP details and summer balloon insurance eligibility as presented by the HR Service Center (HRSC).6. EMPLOYEE DEVELOPMENT: Manage the employee tuition waiver program by developing communications, verifying eligibility, documenting approvals, processes taxation, and processing invoices in accordance with contractual requirements. Manage required annual training for all employees and performance evaluations for specific employee groups by developing communications, ensuring appropriate assignments, monitoring completion, following up on outstanding requirements, and providing technical and procedural support to employees and supervisors.7.
