Current Employees: If you are currently employed at any of the Universities of Wisconsin, log in to Workday to apply through the internal application process.Position Title:Drug Intelligence OfficerJob Category:Academic StaffEmployment Type:RegularJob Profile:Research Analyst IIJob Duties:The High Intensity Drug Trafficking Area (HIDTA) program is a federally funded program in the Office of National Drug Control Policy, which provides funding, training, intelligence sharing, and analytical support to drug-related law enforcement efforts in 33 distinct HIDTAs around the country. Each HIDTA serves as a force-multiplier in their region, leveraging resources and partnering agencies toward a common goal. The HIDTA program has partnered with the Centers for Disease Control and Prevention (CDC) to develop the Overdose Response Strategy (ORS), an initiative designed to enhance public health-public safety collaborations and to strengthen efforts to reduce drug overdose deaths across HIDTA regions.The ORS places Drug Intelligence Officers (DIOs) and Public Health Analysts (PHAs) in states across the country to work collaboratively with various local, state, and federal agencies. The DIO and PHA gather, analyze, and disseminate vital information about substance use with a focus on actionable intelligence, trend information, and best practices for developing evidence-based responses to the overdose epidemic. The states of Wisconsin and Minnesota comprise what is known as the North Central HIDTA (NCH). There is ORS (DIO/PHA) teams located in both Wisconsin and Minnesota that work both independently and collaboratively on a variety of issues surrounding drug threats in the NCH region. The DIO will work under the supervision of the NCH Executive Director (or Director’s designee), who reports to the NCH Executive Board.Key Job Responsibilities:Develops and implements processes, guides staff, analyzes data, and summarizes complex research results for a defined research area or study by utilizing established processesDesigns and implements processes for the preparation of reports and manuscripts and leads the presentation of materials through various communication platformsContributes to the development of unit strategies, research procedures, and analysis methodologies and recommends improvements to leadershipServes as a subject matter expert and main point of contact regarding research analysis and research area operational processesDivision: College of Community Engagement & ProfessionsSchool: Helen Bader School of Social WelfareUnit: North Central HIDTASalary Range: $70,000 to $76,500, depending on qualificationsBenefits: This position has a full benefit package of health, dental, life, vision and others through the Wisconsin Employee Trust Funds (ETF) and a pension through the Wisconsin Retirement System.Required Qualifications:Bachelor’s degree in criminal justice or related field from an accredited college or universityA minimum of one year’s experience in a local, state, federal or tribal law enforcement or criminal justice agency management or executive level position.Proficiency in Microsoft Office Suite – Outlook, Word, Excel and PowerPoint.Exceptional ability to communicate with diverse audiences.Strong written communications skills as evidenced via resume and cover letter.Minimum of at least 10 years of employment in a capacity within a law enforcement or criminal justice agency with knowledge of investigative techniques. Prior experience with public speaking and conducting presentations (as described in resume).Background free of any felony criminal convictionsAbility to undergo an in-depth background investigation, be eligible for — and maintain — a national security clearanceAbility to travelPreferred Qualifications:Experience in law enforcement operations focused on drug and gang related crime and criminal investigations. More than one year at a criminal justice organization in a senior management or executive level position.Experience working with public health sector organizations and/or overdose prevention.Experience with Overdose Fatality Reviews (OFR) and Public Health and Safety Teams (PHAST).How to Apply:Interested applicants are required to apply online and submit the following:Cover LetterResume PLEASE NOTE: Cover letters and resumes will need to be uploaded to the same area in the application. In instances where the Search and Screen is unable to ascertain from the candidates' application materials whether they meet any of the qualifications, they may be evaluated as not meeting such qualifications. Finalist candidate(s) being considered for hire will be required to provide three professional/supervisor references through an external reference checking tool.
